What is legal status of Chakma and Hajong of Arunachal Pradesh ? , wether they're Refugee or Citizen ?

During the partition of India in 1947, the Chakmas of the Chittagong Hill Tracts ( west Pakistan, now Bangladesh) sought to be a part of India and even hoisted the Indian National Flag on their Kingdom.

The Partition was based on population and 98.5 percent of the population of the CHTS was non-Muslim. But the Bengal Boundary Commission headed by Redcliff awarded the CHTS to Pakistan although 98.5 percent of the population of the CHTS was non-Muslim. 
 
Therefore many think that all Chakma came from Bangladesh and they're refugee but reality was that Assam, Tripura Mizoram Chakma were original residents of India before Independent of India .

70% of Chakmaland became part of east pakistan and 30% Chakmas  remained part of India like. Assam, Mizoram and Tripura . So they're not Bangladeshi or migrants .

Only Arunachal Pradesh Chakma and Hajong migrated from East Pakistan (now Bangladesh ) but they're legal migrants . Therefore To Calling  Refugee to Arunachal Pradesh Chakma is not appropriate and unconstitutional , HOW ?:-

1. In 1964, 4012 family of Chakma and Hajong migrated to India with the permission of Indian Government and were settled in Arunachal Pradesh after due consultation with the local leaders by the Central Government of India under a "Definite Plan of Rehabilitation".

2. All migrants Chakma and Hajong were Citizen by origin SECTION 5 (a) of Indian Citizenship ACT 1955. 

3. According to Indra Gandhi Mujibur Rahman PACT 1972 , whoever migrated to India before 31 Dec 1972  all migrants automatically became Citizen of India .

4. According to SECTION 3 of Indian Citizenship ACT 1955 , whoever born in India by virtue or birth they're citizen of India . Therefore all Chakma and Hajong who born in India they all are citizen by birth .

5. In 9th January 1996 , honourable Supreme Court of India delivered historical Judgement which known as "Chakma Migrants Case" and directed to Arunachal Pradesh government to forward all Citizenship application . (Watch video)

6. In 2000 , Delhi High Court ordered to Election Commission of India for the registration of all eligible Chakma and Hajong . Now they're voting but Refugee never get voting rights.

7. The Gauhati High Court in its judgment on March 19, 2013 had held that the Chakmas and Hajongs in Arunachal Pradesh would not require Inner Line Permit (ILP) . However every citizen of India who're not resident of Arunachal Pradesh they have to apply for Inner Line permit but ILP don't require for Chakma and Hajong  because they're permanent resident of Arunachal Pradesh .

6. On 17th September 2015 Supreme Court  granted Citizenship to Chakmas and Hajong of Arunachal Pradesh . 

Therefore all Chakma and Hajong of India did't came from Bangladesh and they're not refugee .
they're loyal Indian . 

Only 4012 families of Chakma and Hajong of  Arunachal Pradesh  came from East Pakistan . Out of 4012 families only 11 to 1200 are alive . Rest of Arunachal Pradesh Chakmas and Hajong are citizen brith but  many think that they're Refugee which is not true .

They're just dirty political victim and In 1980 their fundamentals right has been withdrawn and banned public employment for the Chakmas and Hajongs by Arunachal Pradesh government and till now they're deprived from their fundamentals rights . 

Whatever the case may be the Chakmas and Hajongs are those people who participated in India's war of independence, whose forefathers lost their life to make India independent.

What is the reason, even after the Supreme Court, Delhi High Court, Guwahati High Court Judgment, and Rajya Sabha Committees suggestion as well as the National Human Rights Commissions directions to grant citizenship rights and fundamental rights to all the Chakma and Hajong refugees of Arunachal Pradesh, not been granted or restored  as such ?

 The issues of Chakmas and Hajongs in Arunachal Pradesh are completely political because all the parties fueling the issue only for political gain.
